Hush Street is tracking what’s being built in the Garment District, Times Square and Midtown West, between Fifth and Eighth Avenues from Penn Station to Columbus Circle.

At Penn Station, the federal government took over the rebuild in April 2025 and unveiled a design in June 2026 that keeps Madison Square Garden in place, with groundbreaking targeted by the end of 2027. Around it, Vornado has scaled back its stalled tower on the old Hotel Pennsylvania site and filed for a 481-unit tower on Eighth Avenue, and the shuttered Stewart Hotel is becoming 579 affordable and supportive homes.

The City Council’s August 2025 Midtown South rezoning allowed housing in the Garment District for the first time, and its first projects are under way: a 107-studio office conversion on West 35th Street and a 34-story tower on West 37th Street. Farther north, the pipeline leans toward very tall hotels, including Extell’s 1,029-foot Torch on Eighth Avenue and a 71-story tower on the old Wellington Hotel site, while office buildings at 1740 Broadway and the landmarked Candler Building are being converted to apartments.

Where DOB records and press reports disagree on heights or unit counts, both are given. A permit is not treated as proof that construction has started.

ProjectA rebuild of the station with a single-level concourse above the platforms and a grand Eighth Avenue entrance; Madison Square Garden stays and gets a new 90-foot wrapper (USDOT). Streetsblog calls it an $8 billion project.
StatusIn Design
Latest UpdateUSDOT, Amtrak and the master developer unveiled the design on June 8, 2026, targeting groundbreaking by the end of 2027. In October, funding became tangled in a fight over a proposed federal provision letting Amtrak override local zoning and capture property taxes, which the MTA opposes (Streetsblog).

Federal Control, Garden Stays

USDOT took control of the project in April 2025 and picked Penn Transformation Partners as master developer in May 2026. The 2021 state plan for towers around the station has been separated from the station’s funding and is in limbo, Streetsblog reported.
