Hush Street is tracking what’s being built in Fordham, Belmont, Bedford Park, Norwood, University Heights and East Tremont.

Development here mixes a few very large affordable campuses with a dense wave of mid-rise infill. The biggest plan, Fordham Landing South on the Harlem River, would bring about 927 affordable apartments, but its developer’s Chapter 11 filings have kept it in limbo. In West Farms, Phipps Houses won City Council approval in October for 457 affordable apartments over Community Board 6’s unanimous objection, and is starting the third phase of its Lambert Houses rebuild.

Webster Avenue, rezoned for housing in 2011, is filling in next to Fordham University, with a 510-unit building and a 12-story dormitory filed side by side. Smaller buildings dominate the pipeline: of 169 new-building applications filed in Community Districts 5 through 7 since January 2025, 41 propose 90 to 99 apartments and only five propose 100 or more, according to Hush Street’s count of DOB filings. That pattern matches developers staying under the 100-unit threshold that triggers the 485-x tax program’s wage requirements.

Where DOB records and press reports disagree on heights or unit counts, both are given. A permit is not treated as proof that construction has started.
