Overview

The New York City Housing Development Corporation is the city's affordable-housing finance agency. In its own words, HDC "seeks to increase the supply of multi-family housing, stimulate economic growth and revitalize neighborhoods by financing the creation and preservation of affordable housing for low-, moderate-, and middle-income New Yorkers." It raises capital through bond issuance and lends it on to developers, typically alongside HPD subsidy and private debt.
