Almost all of the building on these islands is being done by public agencies and nonprofits rather than private developers. On Governors Island, a 2021 rezoning opened development zones on the south island for climate-focused uses; their anchor, the $700 million New York Climate Exchange, is approved and aiming to break ground. A new Harbor School building, a power substation and a rebuild of the island’s main ferry piers are under way around it.
On Randall’s and Wards Islands the work is mostly infrastructure and health care: a nitrogen-removal upgrade at the city’s Wards Island wastewater plant, a planned state psychiatric hospital and a new park nature center. Roosevelt Island’s build-out is essentially finished; its next chapter turns on a City-State planning process for the Coler hospital campus and the decommissioned Steam Plant, whose demolition residents are fighting in court.
Where records and press reports disagree on sizes or dates, both are given. A permit is not treated as proof that construction has started.
A climate campus waiting to break ground, and the school, power and piers being built around it.
