Hush Street is tracking what’s being built in Manhattan’s Hudson Yards.

Hudson Yards is moving into a second phase on both sides of its original towers. Office construction has restarted: 70 Hudson Yards is rising with Deloitte as anchor tenant, and Tishman Speyer has filed for a tower at 99 Hudson Boulevard. Around the Javits Center, the state is using its own approval process, rather than the city’s land-use review, to plan about 3,950 apartments on two sites, including a long-stalled office foundation.

The biggest remaining piece is the Western Rail Yard, where the City Council approved Related’s plan for up to 4,000 homes after Related and Wynn dropped their casino bid in May 2025. Its roughly $2 billion city-financed platform deal is now in doubt under the Mamdani administration. Below ground, work continues on Gateway’s concrete casing for the new Hudson River rail tunnel.

Where DOB records and press reports disagree on heights or unit counts, both are given. A permit is not treated as proof that construction has started.

ProjectAn office tower of about 1.4 million square feet with Deloitte as anchor tenant for about 800,000 square feet. YIMBY reports 52 stories and 832 feet; DOB lists 50 stories and 844 feet.
StatusUnder Construction
Latest UpdateThe concrete podium has largely been formed and steel transfer girders are going in, with completion slated for fall 2028 (YIMBY, July 2026). DOB issued a suspended-scaffold permit on Sept. 30, 2026.

Office Building Restarts

It is the last open site on the east side of Bella Abzug Park, and it grew by about 300,000 square feet through development-rights transfers and a district bonus certified by City Planning in early 2026 (ZAP 2023M0207). Bisnow reported a $2.45 billion financing package that includes a $1.6 billion construction loan.

ProjectA new office tower. The DOB filing lists 38 stories and about 1.05 million square feet; The Real Deal, citing Bloomberg, describes a 48-story, 1.3 million-square-foot, $2.7 billion tower.
StatusFiled (Plan Review)
Latest UpdateTishman Speyer filed the new-building application on Sept. 10, 2026; it is in DOB objections. On Sept. 15, the city’s Industrial Development Agency postponed a vote on a roughly $100 million tax break for the project (The Real Deal, Crain’s).

A Tax Break on Hold

A 2020 zoning text amendment gave the site extra office floor area in exchange for Tishman Speyer improving a piece of the Bella Abzug Park extension next door (ZAP 2020M0433). The warehouse that stood on the block has been demolished.

ProjectA residential tower of about 68 to 70 stories and roughly 800 feet plus a second tower. The state’s 2026 plan describes about 1,550 apartments, 465 of them affordable, and a hotel of about 400 rooms (YIMBY); the state’s 2024 announcement said 1,349 homes, and DOB filings list 1,458 plus 300 units.
StatusFiled; State Review
Latest UpdateFXCollaborative filed new-building applications for both towers on March 26, 2026; both are in DOB objections. The state held its environmental scoping meeting in March, and construction is expected to start in 2027 (YIMBY).

A State Plan Instead of City Review

The project is being approved through a state General Project Plan, which overrides city zoning and skips the city’s ULURP review. The state selected the developers in December 2024 for what it then called a $1.35 billion project (Empire State Development).

ProjectA long-stalled office foundation now proposed by the state as a 79-story, roughly 900-foot residential project of two towers on a shared base, with about 2,400 apartments, 720 of them affordable (YIMBY). The original plan was a 56-story, 987-foot office tower.
StatusStalled; Replanned
Latest UpdateEmpire State Development’s environmental scope for the Javits-area sites proposes the residential plan, with work expected to start in 2027 (YIMBY, July 2026). Only construction-fence permits have been active since the office project stopped.

From Office Tower to Apartments

Work began in 2017 and halted in 2020 after most of the ground-floor slab was finished, YIMBY reported, and a city inspector described it as a stalled site in October 2024. Together with HDSN next door, the state’s plan would bring about 3,950 apartments to the two Javits-area sites.

Latest UpdateThe City Council approved the zoning and the payment-in-lieu-of-taxes platform financing in June 2025. Related and Wynn withdrew their casino proposal for the site on May 19, 2025, and Related turned to the housing plan the Council approved a month later. No DOB filings have been made, and no construction schedule has been published.

What We're Watching Next

Whether the city follows through on the Western Rail Yard platform financing, the Industrial Development Agency’s vote on 99 Hudson Boulevard, and the state’s final approval of the two Javits-area housing sites will shape the next phase. Watch also for new plans from Mack at 545 West 37th Street and from Silverstein at the former Avenir site.

Hush Street also tracks Hell’s Kitchen, including the Port Authority Bus Terminal and 495 Eleventh Avenue, and Chelsea to the south.
